This board has a PG-13 rating. There's no reason why anyone would be prevented from participating. I would assume that if the member was under 13, that her/his parent(s) were aware of the rating and had already given approval.

He's closer to their problems. It's basically the same concept as why congressmen are rarely elected as president. They're considered Washington insiders and part of the "problem". Most presidents were governors and are closer to the people. A governor is more likely to be elected than a Senator or Representative.
