According to my Webster's, "car" can have the meaning of "chariot" (an old, poetic) usage; it can also mean "any vehicle on wheels". I think it likely JRRT meant one of these two definitions for Ulmo's car.

Why couldn't a Vala have a car? They are demigods after all, their technology can be whatever they want it to be. ;)
