Reading The Silmarillion and Unfinished Tales, I get the feeling that Osse didn't like Men or Elves (and the servents or Morgoth of course very much. There are several passages which mention "the wrath of Osse", and even Ulmo warns Tuor of Osse's wrath....
I get the feeling that Osse was not a nice Maia...

He did love the Elves. I think by the time Men came on the scene, the Ainur were rather distant due to the might of Morgoth (but the Numenoreans were well learned). In the version as appears in The Silmarillion, Osse often came to the Teleri on the shores of Beleriand, he taught them the craft of ship-building. You may remember when Ulmo was carrying Olwe's folk (the Falmari) across the Great Sea, Osse called to them, they knew his voice and begged to stay. So Ulmo rooted the island to the sea in the Bay of Eldamar, it became Tol Eressea.
Osse was simply chaotic, because of his past service to Melkor. He was good, or his 'heart' was in the right place, but he was unpredictable and had a desire to destruct.
Sometimes he was serving the will of Mandos, ponder Ulmo's words (that you mention) before Tuor, 'he is a servant of the Doom'.

So then it seems that Ulmo has little or no control over Osse...

Past service to Melkor? was osse under the control of Melkor? i would say that Ulmo had some control over osse, it just that sometimes he would get a little nuts.

His service to Melkor is told in the Valaquenta.

I know he was once in the service on Morgoth, but at least Ulmo could keep some control over him:)
