What kind of soldiers do the Istari of the Blue Flame command?

Remember in the Prologue I had, where the old man's speaking. He talks of Two great powers that they had. The Red's had the Red Flame and The Blue's had The Blue Flame. Manwe came down and took the two powers and placed them into two stones. The red flame stone and the blue flame stone. He placed them in a secret Heavily guarded Vault. If you get passed the Heavilly armoured things and boobi-traps, You had to place your hand on the Stone of the Worthy. If you were of the Bloodline of The Order, you could touch the stone, If you weren't...Kaploowey!! Up in smoke!! If you were of Bloodline and touched the stone, the stone would them decide if you were worthy to carry one of the stones depending what order you descended from.
