Were dwarves ment to be small or was it because the Valar did not have the strength of iluvatar to complete their beings wholly?

How can you not like the dwarves. They are probably the most jolliest thing in middle earth ( except when an ent squashes a load of orcs lol)

The Dwarves look as they do because when Aulë the Vala first fashioned them, the vision of the Children of Ilúvatar that were to come was unclear in his mind. So says a text called "Of the Ents and Eagles", renamed by Christopher Tolkien "Of Aulë and Yavanna", when he altered some of it and published it in The Silmarillion.

Small is a relative concept. Compared to what? As Ñolendil pointed out there was no creatures to compare them to at the time.
