O-ho-ho :p a villain rating! How many levels was it possible to reach?
On a rating like that I would say the purpose and cause of a deed is equally relevant as the consequences. And good qualities should count as well as the bad. Then I think Fëanor should be much better off compared to Sauron.

Now that is a sobering thought, you might have to worry about other than an orcs sword if you choose wrong.

No way. He's not even in the same league as Sauron. He didn't will the destruction of Middle Earth, nor did he desire to enforce his rule upon the Free Peoples of ME; okay so he was a selfish prick, but c'mon we're talking the Silmarils here - something even the Valar didn't accomplish. What were the other ratings? I'd think he's suit a 3, or a 4 better.

No, that was why he ended up a full Level below Sauron (and Morgoth!) The ratings were (tip o' the casque to Afro-Elf!):
1--Basic training
2--Professional competency
3--Outstanding skill
4--Superior
5--Undisputed master
6--Legendary
I think that someone who was responsible for the Kinslaying and the stranding of Fingolfin's host deserves better than a "superior."
