The White Towers were build by Gil-galad, for Elendil. In the westernmost tower lay a Palantir.

after the fall of Arnor. Who dwelt at the Towers? COULD they have been the permanent dwelling place for the Rangers?

did the elves of lindon reclaim in keeping?

who had command of the seeing stone after arnors fall?

And, if I remember it correctly, Elrond took the Palantir with him when he departed to the West.

I know that they were not Numenorean, but what does "built for Elendil" mean.

I assume it was by Gil-gald for Elendil to use. Or where they built as a SYMBOL of friendship.

They were built for Elendil as the storage spot for the palantir there whose sole purpose was to look to the "straight road" I assume other kings also had access.
