When Gollum bites of Frodos finger the book says that Frodo becomes visible and it also mentions the Finger being visible, WITHIN the circlet of the Ring. How was the FINGER visible?I thought that the Ring MADE things invisible. What happened did it short circuit or something?

Well, maybe because the finger wasn't alive. It didn't make the chain invisible anyway.

After spending so much time with the ring, Gollum had a natural 'sense' that made him feel the whereabouts of the ring. You could also argue that the ring could have been visibly glowing at the time.

The Ring had certain properties(invisibility) which were passed on to the bearer. Now then Gollum removed the power from Frodo when he bit Frodo's finger off. When this was done Frodo was not the bearer of the ring or the finger and I don't think that we can say that the detached finger could actually be the bearer of the ring.
btw, I am a friend of your mother from another forum. Tell her that a drumclog said hello.
