Compare and Contrast: The Istari

I have been wondering for a bit, why do we think that it was Gandalf in particular who managed to complete his quest, whilst Saruman failed so utterly?

Is it chance as men call it, is it individual personalities, or is there something else involved? and also, did Radagast eventually go back to Valinor?
