I'm guessing that whoever is speaking is speaking to a Gondorian as they refer to the riders of the fell beast's (Nazgûl) as ancient kindred.

I wouldn't have thought so because if the Nazgûl are the kindred it would have to be Gondorians as the dwarves would have no kinship with the Nazgûl.

I just found one little mistake - it's 'dwell there', not 'dwelt'.
For the hint... The 'ancient kindred' are the Elves, and 'fell beasts' are beasts of Morgoth, that we don't know anythign else about them.
